A debris removal plan for emergency response minimizing cost and time under Neutrosophic environment

Abstract
The destruction of any structure or body produce debris during the disaster. In the aftermath of a disaster, the affected community losses large amount of property and the occurred debris prohibits the humanitarian supply. To reduce the effect of debris on environmental degradation, it has to be removed quickly. This research has initiated a debris removal plan to clear it from environment. Through this plan, a mathematical model is defined to eliminate the debris in order to provide a nutritious, healthy and disease free environment. As delay of debris removal disrupted humanitarian supply network resulting loss of lives, therefore quick removal of debris is important. Regarding this, two objective functions are considered in this paper; minimization of total cost and time of the debris operation. As disaster is an uncertain event and measure of its destruction immediately after the strike is also uncertain and hereby Neutrosophic number are used with the uncertain parameters of the present model. As the model is multi-objective, optimal compromise solution is derived through goal programming method using LINGO optimization solver. © 2019 IEEE.
