This paper proposes a scheme for location management and location updating without using the GSM facility. A model based on broadcasting is proposed to find out the nodes adjacent to each other. The model is efficient when the number of adjacent nodes are not too many. The algorithm selects one among the list of adjacent nodes randomly for forwarding packets. The performance of this model has been evaluated through simulation and found to be satisfactory.
