A Post-Disaster Humanitarian Relief Logistic Model: Evacuation and Transportation

Abstract
In the unpredictable event such as natural or human caused disaster, humanitarian relief logistic is one of the most important part of the response phase of the Disaster Management Operation. Relief logistics basically aims to save lives, restricts the amount of damage to the minimum and provide humanitarian goods to the anguished people. In this paper, we classify the disaster prone area into two categories according to the devastation: one is worst affected and another is less affected zone. In such an anarchic situation, the victims of the worst affected areas are to be shifted to less affected for accommodation. Regarding the distressing condition of the victims, humanitarian items are to be provided to all the victims in order to relief them. In this prospects we develop a relief logistic model, minimizing the total cost, including procurement cost, operating cost, storage cost of humanitarian items, transportation cost and penalty cost for unsatisfied demand in a disaster management operation. Furthermore, the model has been solved by LINGO 13.0 optimization solver. Finally, a real life example has been considered to show the effectiveness of the model.
