Abstract
Automatic vehicle plate recognition or AVPR is becoming very popular and the most challenging topic of research that helps in developing intelligent transportation system (ITS) in a city or country. The purpose of this project is to develop a real time AVPR system which recognizes the vehicle plates at the gate entrance, roads, border crossing and restricted areas. The proposed system is based on the vehicle images captured by the digital camera. This system has two main process namely Enrolment process and Identification process. Since vehicle plate standards are not strictly practiced in India, localization of license plate from the vehicle image is the most difficult task due to the huge variations in size of vehicle plate, location of number plate, background and foreground color, noise and non-uniform illumination of license plate due to varying lighting conditions. This system can be used in various applications such as vehicle surveillance, border security, toll collection, monitoring road traffic, tracking vehicle during traffic signal violation and automatic ticketing of vehicles at car parking area. The proposed system is designed to work with images captured during night time, under various illumination, camera angle and weather conditions. This system works with high recognition rate and efficiency and less computational time. © 2016, International Journal Of Pharmacy and Technology.
