This paper aims at the emphasizing the importance of developing listening skills in the engineering students at tertiary level through using application of ICT Information and communication technology tools .The limitation in the existing technological exposure at school levels have been analyzed so as to suggest necessary ICT tools at tertiary level. When the language learners are asked to speak in English language on a particular topic, they try to speak, but they may not listen well. The reason is students have faced problem due to lack of practice in listening, lack of ideas and lack of exposure. They even to write a composition they need to real thinking capacity and generate ideas with themselves. So they either escape or postpone the English language due lack of scarcity of ideas. Owing to this the second language learner lose their confidence level they hesitate speak, read, write due to lack of listening. The main reason is reluctance and neglected the practice of listening skill at school level as well as college also. It has become unavoidable to the language learners of rural vernacular background to build up communication competence. So, the researcher felt that using of ICT tools for developing listening skills would be better idea to motivate the engineering students of heterogeneous group to enhance their listening skills. The present research focuses on developing communication skill specifically in listening skill with ICT tools at tertiary rural educationally backward block engineering college students in Salem district. The researcher conducted experimental study among the rural engineering college students in two different colleges from educationally backward block in Salem district. The researcher analyses the rural tertiary educationally backward block engineering students to understand the familiarity towards use of ICT tools. © 2019, Institute of Advanced Scientific Research, Inc..
